Text boxes can be flipped and rotated using the Draw toolbar, which is located at the bottom left hand side of the PowerPoint window.

 

 

The Align and Distribute, and Rotate or Flip commands move the text box as a whole, versus the alignment commands on the formatting toolbar which just affect text.
