To open a Project template, click the File menu and click New. Then, in the New Project task pane, click On My Computer. (Notice that Project also offers links to templates that you recently used; you can click any of these links to open that template.)

Once you click that link, you will see this dialog:

Then, choose the project that you want to use and click OK. It will then be opened in Microsoft Project, ready for you to customize.
