By default, Speech Recognition should be installed for you as it’s a core part of Microsoft Office 2003. Depending on how you installed Office, however, you may be prompted to insert your Office disk the first time you click the Speech command.

Also note that a microphone is required to use speech recognition, so make sure it’s installed, configured, and working properly before you try to use speech recognition.
